Found the scene, it looks like it appears a lot on Youtube with variations of "Don't judge a book by it's Cover - Anti bullying Action film."
The Director (and I believe also the girl kicking ass) is 'Gabriella Corvina' you can find a BTS on her youtube channel
However, only one person is even given a name in the video 'Nick'.
