Yay - I've made it to the modern internet age!!
 
I feel for you. Really.
I still remember getting >100kps speeds using ad supported internet.

And until just a couple weeks ago, kids on their phones were getting over 10x the speed than what I was getting on my PC hooked up via ethernet.

I have to ask, what kind of area do you live where there's only 1 provider? Rural?
Is satellite internet an option?

Whatever 4g lte and the motel WiFi is.
So enough to stream 720p with minor hiccups and.. "gawd forbid the neighbors turn on the microwave"

I live in an apartment and they have an exclusive contract with the one provider, Cox Communications. I've appealed to the management and then the owners. I was told they are happy and feel comfortable with the contract.

Just tested it, got 543.6 megabits download and 15.8 megabits upload. Plenty fast for Freeones. I should say this is cable, not DSL.
Just ran another test, almost 1 year later, got pretty consistent numbers with last year:

It can't just be you in the building that gets those speeds, right?
You should raise the point that war-torn countries in Africa run by dictators literally have faster internet than you.

Have you considered tethering to your cell? An apartment can't control who you get your cell service from.
