There's something to do with what they consider 'obscene' and what the laws say can be shown. I've read or heard an explanation of their laws regarding blurring things, and it's almost like the laws in the US regarding what's considered pornography and thus what can be shown when and where. It used to be over here that nudity on film was porn, but if you drew a naked lady, it's considered art and anyone could see it (think bomber nose art). So you could like have two depictions of the exact same thing, and the drawing could even be by someone who really knows what they're doing and literally drew the live action, and the drawing would be perfectly fine and legal, but the version made with a camera is porn and illegal.
